Insights
Every modernisation programme inherits the quality of the data underneath it. If the register is wrong, the programme is guessing.
As private operators take on distribution districts, reliability indices stop being internal metrics and become contractual ones. The arithmetic has to survive scrutiny.
The useful question is not whether a community gets a mini-grid or a grid connection. It is whether the mini-grid is built so that the eventual interconnection is an upgrade rather than a write-off.
